ASCOR Explainer Series: Pillar 1 Emissions Pathways

02 April 2025

The second to fourth in a series of 14 educational videos, presenting the ASCOR framework and its 2024 assessment results

Assessing Sovereign Climate-related Opportunities and Risks (ASCOR) is an investor-led framework used to evaluate how countries are managing the low-carbon transition and climate change impacts. It measures sovereign performance across three pillars: Emissions Pathways, Climate Policies, and Climate Finance. The videos and accompanying slides below cover Pillar 1: Emissions Pathways, which focuses on a country's current decarbonisation progress and its future climate targets. It is divided into four key areas:

  1. EP1. Emissions Trends: Evaluates if a country's greenhouse gas emissions (production and consumption-based) have decreased over the past 5 years and whether these trends align with meeting national 1.5°C benchmarks and global fair-share allocations.
  2. EP2. 2030 Targets: Assesses whether a country has set a 2030 emissions reduction target, its scale of ambition, and its reliance on carbon credits.
  3. EP3. 2035 Targets: Analyses the ambition of mid-term interim goals established in accordance with recent Nationally Determined Contributions (NDCs).
  4. EP4. Net Zero Targets: Reviews the existence, target year, and credibility of the country's long-term net-zero emissions goal and its alignment with 1.5°C scenarios.
